PRESIDENT

Steve founded White Buffalo Environmental, Inc. in 1998, bringing with him twelve years of leadership experience from the United States Marine Corps, where he served as a Harrier pilot and pilot instructor. His military background shaped a disciplined, mission-focused approach that continues to guide the firm’s work today.

As President, Steve emphasizes clarity, accountability, and operational efficiency—principles that translate directly into defensible environmental work and reliable outcomes for clients. He remains closely involved in maintaining high professional standards, supporting his team, and ensuring that each project is executed with precision and care.

Steve’s leadership is grounded in the belief that sound judgment, experienced oversight, and efficient execution are essential to managing environmental risk and delivering results clients can trust.

STEVE MCFARLIN

Kristi serves as Vice President of Infrastructure and Regulatory Markets at White Buffalo Environmental, where she leads client engagement and growth initiatives within the wireless and infrastructure sectors. She works closely with executive leadership and technical teams to ensure services are clearly positioned, accurately scoped, and aligned with client objectives, regulatory requirements, and project risk considerations across complex projects.

Her work spans NEPA compliance for wireless infrastructure, tower owners, and utility assets, as well as environmental regulatory services supporting the oil and gas industry, including SPCC planning, Phase I Environmental Site Assessments, and GHG reporting. She provides structured oversight across complex, multi-jurisdictional projects, including coordination with Tribal Nations and engagement with SHPO, THPO, and LHPO authorities.

With a background in leadership, corporate development, and education, Kristi brings a people-centered, solutions-focused approach - helping clients navigate multi-jurisdictional processes, including SHPO and LHPO coordination, while reducing risk, protecting timelines, and strengthening White Buffalo Environmental’s presence as a trusted consulting partner nationwide.

KRISTI BASS

VICE PRESIDENT

Cheryl joined White Buffalo Environmental in 2005 and has played a central role in the firm’s operational stability and project execution ever since. As Office Manager, she oversees internal operations and supports efficient workflows that keep projects moving accurately and on schedule.

In 2008, Cheryl assumed primary responsibility for wireless communications project management. In this role, she coordinates closely with government agencies and tribal authorities to support timely, thorough tower assessments and regulatory review. Her experience and established relationships help streamline complex processes while maintaining accuracy and compliance.

Cheryl’s attention to detail, organizational oversight, and coordination across stakeholders are essential to White Buffalo Environmental’s ability to deliver consistent, dependable results.
